Understanding and commitment both at the same time, especially by management is the foundation of the structure of the Act. In several situations, and under each model, which is the basic step to implement programs of quality control. For the effective implementation of TQM, quality issues and management skills must be understood first. ACT is only commenced when the whole enterprise has understood and was aware that quality, especially heard by the Board of Directors of the Company. However, knowledge is not sufficient in itself to offset the strength of quality. An ongoing commitment and willingness to continue a program or quality goal also required. 1. The commitment of the administration (administration):

Management affect the establishment and accomplishment of many social, economic, and political goals in any country. Making a better economic life, possible, improving social standards, and achieving more efficient and effective government are challenges to modern managerial ability. This dimension of management is vividly illustrated in the case of the oil-rich countries of the Oraganization of Petroleum Exporting Countries (OPEC). With the fast and relatively new financial resources, the political managers of those countries are importing American and European technology and management practices of overhaul and upgrade the standard and style of living for their entire population. Management makes human efforts more productive. It brings better equipment, plants, offices, products, services , and human relations to our society. Improvements and progress are its constant watchwords. Management brings order to endeavors by combining isolated events and disjointed information into meaningful relationships.
